Gallagher Planning is an independent town and country planning consultancy based in Yorkshire. At Gallagher Planning, our focus is on providing high quality planning advice whilst delivering exceptional customer service. We work hard to find creative solutions to our clients’ planning issues and challenges and pride ourselves on being approachable and easy to work with. Our independent advice is always provided with integrity and honesty.
Gallagher Planning is currently working on projects across several sectors including education, residential, healthcare, tourism and hospitality, commercial and agricultural across England. We have also developed a niche specialism in residential barn conversion projects. We are equally at home working on rural projects for our agricultural clients as we are dealing with a project in central London.
We work closely with architects and other co-consultants to provide bespoke, strategic advice that seeks to deliver the right results for our clients.
Gallagher Planning is a member of the York and North Yorkshire Chamber of Commerce.
About Killian Gallagher
Killian has been a planning consultant since 2004 and became a member of the Royal Town Planning Institute in 2007. He is qualified to Masters level in regional and urban planning and is also a qualified archaeologist. Killian has worked in planning consultancies in London, Dublin and Yorkshire prior to establishing Gallagher Planning in 2016.
Killian chairs the East Riding of Yorkshire Council’s planning user group meetings (held quarterly) and also represents agents and developers in his role as co-ordinator of the City of York Council’s Agents’ Forum.
Killian lives in East Yorkshire and is a keen gaelic football and rugby union fan. He is a Vice President of Pocklington RUFC.

Planning Applications
The majority of our workload and the main service we provide is the preparation, submission and management of planning applications. We can call upon a wide range of reputable, specialist co-consultants to work with us to assemble comprehensive planning applications that maximise the probability of a successful outcome for our clients. We work collaboratively within a project team and with local authority planning officers.
Planning Appeals
Sometimes it is necessary or advisable to appeal a planning refusal to the Planning Inspectorate. We have an excellent track record with planning appeals and have been involved in all types of appeal work i.e. written representations, oral hearings and public inquiries. We seek to put forward our client’s case in a clear and concise manner whilst complying with the Planning Inspectorate’s best practice guidance.
Planning Appraisals
Prior to purchasing a site, our clients often request that we carry out a planning appraisal to assess the site’s development potential. We examine issues such as flood risk, the locations of nearby heritage assets and the planning history of the site. We can also provide advice on the optimal planning strategy to achieve a successful outcome at a later stage in the planning process. Planning Appraisals are a cost effective way of assisting our clients to make the right decisions at the right time.

We provide clients with advice on planning enforcement matters. We will examine the situation and we will seek to find practical solutions to resolve what are often very contentious issues. We can submit applications for retrospective planning consent and certificates of lawfulness and of course we represent our clients in discussions with the local planning authority’s enforcement team.
